Seminole Compact: Understanding and Impact
The November 2007 compact between the Seminole Tribe of Florida and the State signaled a new era of gaming in Florida, namely one in which the tribe’s casinos could operate live table games and Class III slots and the state would receive at least $100 million annually. Legal challenges, however, have thrown the compact in limbo, though the Seminoles continue to operate their new games with great success. What is the likely ultimate outcome of this compact? If upheld, what does this mean for the Seminole gaming operations? What does this mean for other gaming facilities in the state? Parimutuel Casinos: Operations and Outlook
The early experience with slot machines at parimutuel facilities in Broward County has been disappointing, with competition from the Seminole gaming operations and other market factors influencing the results. And now, facilities in Miami-Dade are gearing up for their own casinos after securing overwhelming voter approval last fall. This session will examine what has happened in Broward, what the Miami-Dade properties have learned from that experience as they prepare to open, and what the outlook is for parimutuel gaming in both counties as the competition heats up in South Florida.

Legislative Outlook: Gaming for All of Florida?

With parimutuels in two counties now allowed to operate slot machines and with Seminole Gaming now compacted for Class III gaming at its various locations, it might make sense for the State to allow a local-option vote to allow slots at the other 19 parimutuels. After all, most of them already offer live poker in their cardrooms. Are the parimutuels outside of Broward and Miami-Dade at a disadvantage without slots? If the slots were allowed at all parimutuels, could the State lower the gaming tax? Experts from several disciplines discuss the probabilities and possibilities of expanded gaming in Florida.
